Yes I’m pretty sure it was off until that time. You can see the changes in him he becomes a little bit nicer, well to Elena anyways. But you have to keep in mind the every woman Damon has ever cared about Stefan took her away in some form or fashion. Damon’s mother, Katherine and now there is a chance for Elena. Well it’s not really stealing considering she was with Stefan first but still… Damon has a lot of psychological problems.

Yes he did in season two I think when Jeremy decides to kill himself to be a vampire he asks Damon if he’d ever turned it off and Damon said he had for a long time.
